Charles A. Halleck was a Republican leader in the House of Representatives for 10 of his 34 years as a Congressman from the state of Indiana (4 years as House Majority Leader and 6 years as House Minority Leader).  He was a strong supporter of the 1964 Civil Rights Act, but highly opposed to the JFK and [[Lyndon B Johnson|LBJ]] social programs.

"When the American people want something from Congress, regardless of its political complexion, if they make their wants known, Congress does what the people want."

I am unable to track down any source for this quote besides the speech.
