Kerr-Mills Bill
The Kerr-Mills Bill was, in some ways, a compromise on the creation of a Federal health insurance system. Instead of mandatory enrollment for anyone on [[Social Security]], like [[Medicare]], the Kerr-Mills Bill provided funds to the states to compensate for those who could not afford private insurance. The bills sponsors were Senator [[Robert S. Kerr]] and Congressman [[Wilbur Mills]].
